No xinetd.conf? ls -l /etc/xinetd.conf The xinetd-config should have created both an /etc/xinetd.d directory *and* an /etc/xinetd.conf file (it did on my Cygwin here). Try looking around for a xinetd.sh.done or xinetd.sh file and run that if you can't find either one. I'm thinking your install was somehow incomplete and that's where the problem lies.
